About GACF

Advancing academic protection through international law

Founded in Helsinki in 2021 by Professor Ali Gorji of the University of Münster and the University of Tehran, GACF applies the rigorous standards of International Humanitarian Law to document, coordinate, and respond to attacks on higher education in conflict zones worldwide.

Document

Systematic IHL-classified documentation of attacks through our dual-track methodology: Track A for infrastructure incidents and Track B for individual memorial profiles — each subject to rigorous evidence review.

Coordinate

A network of member universities issuing joint statements, sharing intelligence, and coordinating emergency responses across borders through five operational modules.

Protect

Emergency relocation pathways for scholars at risk, MoU frameworks for hosting displaced academics, and direct advocacy — turning documentation into protection.
